What Pauses Reveal About Oral Fluency—and What They Do Not

Review pause frequency, duration, location, and apparent function alongside speed, repair, task completion, and listener perception—and compare like-for-like tasks.
The goal is not zero silence. Pauses can mark idea boundaries, create emphasis, make turn-taking possible, and give listeners processing time.
Fluency is not one count
Tavakoli's peer-reviewed review, accessible by DOI, distinguishes cognitive fluency, utterance fluency, and perceived fluency. Utterance fluency can be described through speed, breakdown, and repair, while perceived fluency is a listener judgment. The review also emphasises task, context, audience, and first-language speaking style, and finds no strong basis for assuming every fluency aspect develops linearly with proficiency.
This means a waveform is evidence about an utterance, not a transparent view of the mind. A long pause could reflect a missing word, a difficult idea, a strategic choice, an interruption outside the recording, or careful audience design.
Official IELTS speaking criteria provide one assessment example: fluency and coherence include continuity, rate, effort, and the linking of ideas; the criteria distinguish excessive interruption and word-search pauses from appropriate pausing that marks stages in a discussion, narration, or argument. This exam criterion should not be turned into a universal pause threshold.
Analyse four dimensions

Add consequence: Did the listener misunderstand, request repetition, take the turn too early, or continue comfortably? A pause pattern becomes more actionable when tied to its effect.
Use a five-pass review
Pass 1: task outcome
Listen without marking pauses. Did the explanation, request, or negotiation reach its purpose? A completed message with several pauses may be more useful than a fast message that omits the decision.
Pass 2: broad breakdown points
Mark only silences that felt disruptive or caused replay. Do not measure yet. Write the surrounding words and timestamp.
Pass 3: location and apparent function
Classify cautiously:
- between complete ideas;
- before a content word;
- inside a phrase that listeners expect to stay together;
- before self-correction;
- at a handover between speakers.
Use “likely retrieval pause” rather than “memory failure.” The recording cannot prove the internal cause.
Pass 4: repair and listener effect
Note false starts, repetitions, reformulations, and whether the message recovered. Ask a listener where effort rose. A pause followed by a successful rephrase can be evidence of effective monitoring as well as breakdown.
Pass 5: targeted retry
Choose one intervention, repeat the task once, and then change the content. Use the record–review–repeat method to keep conditions visible.
A worked comparison
Task A and Task B both ask for a 90-second explanation of a familiar work process with three idea prompts.
In Task A, Lena pauses for two seconds between the problem and solution. The listener follows easily. She also pauses inside “customer support ticket” three times while searching for “ticket,” and the listener initially thinks she means a phone call.
The useful target is not “remove all two-second pauses.” It is retrieval and chunking around one recurring term. Lena practises the term from meaning cues, uses it in three new sentences, and repeats the explanation. Her transfer task explains a different process that uses the same term.
Her speaking practice log records the listener's interpretation, not a global fluency score.
Match interventions to patterns
- Pause before recurring content words: use retrieval from images, categories, and situations, then return to the task.
- Pause inside long sentences: divide the message into shorter idea units.
- Pause after losing structure: rehearse an idea map, not a script.
- Many repairs after rushing: reduce pace enough to protect meaning.
- Few pauses but low clarity: review articulation, phrase boundaries, and omitted relationships rather than celebrating speed.
- Task-specific breakdown: repeat and vary the function using automaticity practice.
Change one variable. If a learner simultaneously uses a script, easier topic, slower speed, and shorter duration, the next recording cannot identify what helped.
If you measure duration, write the rule before comparing samples. Decide whether filled pauses such as “um” count, how turn-taking silence is handled, and whether the timer includes the prompt. Apply the same rule to both recordings. A rough manual review can support practice planning; precise acoustic research needs specialist annotation and tools. Avoid presenting a phone app's automatically detected boundaries as ground truth, because breath, background noise, and low volume can be classified incorrectly.
Also compare the same task type. A familiar personal story and an unfamiliar argument create different planning demands. Even two prompts with the same time limit may differ in conceptual difficulty. Record topic familiarity, preparation, notes, and partner behaviour before interpreting a change.
